My log reports have identified a new User-Agent. Can anybody confirm it's what we think it is? Or is this 3rd party?

This blog has been published since July 1, 2004 (a span of 7,239 days).
It looked at one file on a site I manage, didn't pull down any images.
Came from an ADSL subscriber line in UK.
Doesn't show any referers.
Doesn't appear to be prevalent in web logs at the moment.
